Dumbass Millennial in Los Angeles with his seat laid WAY back, foot on dash, looking at phone for miles and miles. He's driving a planet-saving Prius but apparently does not care about the preservation of his own life or the lives of others.... I see this CONSTANTLY but I know only one person in Los Angeles to ever get a distracted driving ticket. California can probably solve the budget crisis in about a month if the damn CHP would enforce the cell phone law !!!
